Still low RR average

Hello guys,
I have rented 250 referrals and bought the monthly director membership. I knew that in 30 days I will get at least the same amount I invested because I saw the RR average here in your stats and you all have about 1,5 - 2. I have recycled about 100-150 of them but still the highest average I have is like 1,2 which is so bad. Some of them are recycled even twice. I am really desperate because I saw that you have like 1.1 average for first few days and then it is getting better.
But not in my case...
I dont know If I should recycle all of them again to at least be even.
